GreenAd, implementing partner of the IUCN IslandPlas programme in São Tomé and Príncipe (STP) funded by The Coca-Cola Foundation, invites qualified suppliers to submit tenders for the supply, installation, commissioning, and training on equipment use and infrastructure for the first structured plastic waste collection and processing facility in STP. The facility will be located in the Lobata district, with additional nodes in Príncipe.

Suppliers may bid for one or multiple lots:

• LOT 1: Size Reduction Machinery – Industrial Shredder & Secondary Granulator
• LOT 2: Sorting, Separation & Detection Equipment
• LOT 3: Washing & Drying Line
• LOT 4: Granule Production Line – Extruder, Pelletiser & Downstream Equipment
• LOT 5: Pressing & Forming Lines – Roofing Sheet Press, Slab Press & Moulds
• LOT 6: Infrastructure & Utilities – Containers, Baler, Generator, Civil Works
• LOT 7: Safety, PPE, Weighing Scales & Ancillaries

Supplier Eligibility

• Valid company registration and tax compliance certificate
• Minimum 2–5 years’ relevant experience depending on Lot
• Demonstrated reference projects in Africa or comparable markets
• Ability to provide after-sales support and spare parts within West Africa

Evaluation Criteria

• Technical compliance (30–35%)
• Price (25–30%)
• Warranty and after-sales support (10–15%)
• Supplier experience and references (10–20%)
• Delivery lead time (10–20%)

Minimum qualifying score: 70%.

• Quotations must be in English, with itemised unit prices in USD and CIF São Tomé port.
• Include: delivery lead time, warranty terms, installation and commissioning scope, spare parts availability, and evidence of company registration and relevant experience.
